为了加强涉外法治人才培养，中国政法大学全面依法治国研究院自2020年9月启动“中国法英文视频公开课项目”。在我校宣传部、教务处、网信办等部门支持下，《WTO与中国：中国的WTO改革提案》由中国政法大学全面依法治国研究院出品，由我校丁如副教授撰稿并以英文讲述。
本视频是《WTO与中国》系列课程的第三集，前两集分别为《简述WTO》和《中国参与WTO的情况》，目前仍在制作中。作者希望通过《WTO与中国》系列课程与更多关注世界贸易组织改革进程的国内外学者、学生以及公众沟通与交流。
本视频以“三 + 一”的结构展开。
第一部分介绍WTO改革的背景。
第二部分聚焦我国在《中国关于世贸组织改革的立场文件》中的主张，解析其中的三项基本原则与五点主张。
第三部分介绍我国在《中国关于世贸组织改革的建议文件》中提出的具体建议，并以“完善贸易救济领域相关规则”的提案为例，阐释我国提案，并展现我国提案与美欧立场的差异。
视频最后简要回顾了2022年6月召开的WTO第12届部长级会议的最新进展，会议的成功举办体现了WTO对于世界发展与和平的重要作用。
WTO and China: China’s WTO Reform Proposals
To strengthen the training of foreign-related legal talents, the Academy for the Rule of Law at China University of Political Science and Law has launched the project of “Chinese Law Open Online Course in English” in September 2020.
With the support from the Publicity Office, Academic Office and Network Security and Information Office (NSIO) of our university, the course WTO and China: China’s WTO Reform Proposals was written and presented by associate professor Dr. Ding Ru of our school. This video is the third episode of the series. The first and second episodes–namely Introduction to the WTO and China’s Participation in the WTO–are in production. Through this series, the author hopes to communicate and interact with a wider audience in China and overseas who are interested in the ongoing WTO reform.
This video consists of “3+1” parts. The 1st part introduces the background of the WTO’s reform. The 2nd part focuses on China’s proposals in China's Position on WTO Reform and elaborates on the three principles and the five aspects of China’s proposed reforms. The 3rd part begins with a general introduction of the document China’s Proposal on WTO Reforms. And then it provides an analysis of China’s proposal of “improving the rules for trade remedies” and demonstrates the differences between China’s proposals and the U.S. and EU’s proposals.
Lastly, the video ends with a brief review of the 12th WTO Ministerial Conference and shows WTO’s indispensable role in promoting the world’s development and peace.
